TORTURE IN BOLIVIA 

In Bolivia, there is no policy against torture, but rather one of negation that this practice actualyl takes place. 12 April 1999 Bolivia signed and ratified the UN Convention against Torture and 23 May 2006 ratified the Optional Protocol to the aforementioned convention. Article 15 of the State Political Constitution refers to the fact that no one should be tortured nor suffer cruel, inhumane, degrading or humiliating treatment and that the State must adopt necessary measures to prevent, eliminate and punish any action or omission that seeks to degrade human condition or cause death or physical, sexual or psychological pain, both in the public and private spheres.
